Colorado Government Going Green

Colorado Home buyers and owners that want to install renewable energy devices to their homes but don't have the money up-front to do so, might soon have help.
 
Colorado HB1350 which would allow the newly created Colorado Clean Energy Development Authority to use its bonding powers to issue loans to homeowners that want to become more energy efficient was approved Tuesday by the House Transportation & Energy Committee a House committee.
 
It will allow State and local governments to create programs designed to offer low-interest loans to purchase the equipment needed to install solar power panels and small wind turbines. Currently, such projects are limited to public need improvements, such as sidewalks, transportation and water and sewage systems.
 
"Our homes and businesses could now become the power plants of our community by creating clean and affordable power," said Pam Kiely, Legislative Director for Environment Colorado.
 
The bill, which heads to the full House for more debate, goes hand-in-hand with a net-metering measure that Gov. Bill Ritter signed into law earlier this session.
 
Under that measure (HB1160), homeowners and businesses that generate more power from their own renewable energy equipment may sell that extra power to the utility that serve them.
 
According to Ken Regelson, staff worker for the Colorado Solar Energy Industry Association the cost for a home to install solar panels can vary greatly depending on the size of the home, power needs and whether the goal is to generate electricity to run everything or just enough for, say, a water heater. To power an average home is estimated to cost $8,000 to $12,000 after rebates.
